now the api downloads the basegame content from the internet

- this is to avoid not using internet for the game

- this is also useful for the android port

the modfiles will be stored in appdata from now on

- this is to avoid problems with unexperienced mod makers that can break their game without the intention of it

- this also means you'll need to access AppData to copy your mods from your working directory.

- this also means you can't* put mods on the program directory, which may break sometimes.
